On the Wii Shop Channel, you can download classic games on the Virtual Console, games from systems like the NES, SNES, N64, TG16, and others. You can also download games from the WiiWare section, which are new games that are somewhat small, and are made by relatively small studios. No games are free, you have to buy them with Wii Points, which you can buy with a credit card over the internet on your Wii, or in a store such as Target. One Wii Point equals 1 US cent. Also, you can download new channels, such as the Nintendo Channel which is everything Nintendo, and the Internet Channel, which lets you browse the internet on your Wii. All channels are free except the Internet Channel, which is 500 Wii Points.

Some of the channels are free like the everybody votes channel and the Nintendo channel but there aren't any free games, they all cost wii points, check the following links for both virtual console and wiiware games:
